Nonsense‐mediated RNA decay (NMD) is an evolutionary conserved system of RNA surveillance that detects and degrades RNA transcripts containing nonsense mutations. Given that these mutations arise at a relatively low frequency, are there any as yet unknown substrates of NMD in a wild‐type cell? With this question in mind, Mendell et al.1 have used a microarray assay to identify those human genes under NMD regulation. Their results show that, in human cells, NMD regulates hundreds of physiologic transcripts and not just (...) those containing nonsense mutations. Among the NMD targets are a number of non‐functional RNAs expressed from vestigial sequences derived from retroviral and transposable elements. These findings support the notion that NMD is a high profile post‐transcriptional mechanism micromanaging the activity of multiple gene batteries and suppressing the expression of genetic remnants. The tripartite division of this study aims to investigate first the (...) causes and the characters associated with the dissolution of the state, then the precepts and processes related to the maintenance of the State and, finally, the acts of hostilities (treason and espionage, for example) that need be known and combated by the sovereign representative because someone else affronts and contradicts the security imperative salus populi suprema lex (safety of the people is the supreme law) and the principles of reason that sustain in totum the Hobbesian public architectonic. São apresentadas as razões pelas quais esses dois pensadores posicionam-se de forma crítica no concernente às deliberações no âmbito de governos democráticos. A relação entre razão e paixão é também examinada no interior do problema central de nosso estudo comparativo.

The article addresses the treatment given to the notion of subject in Slavoj Žižek and Robert Kurz. Without aiming at a synthesis between the two radically opposed positions, they are played against one another in order to reveal the unidimensional stances and false steps in the field of the constitution of the struggle for a concrete negation of capitalist society.

For some of us, the defeasibility theory of knowledge remains the most plausible approach to the Gettier Problem. Epistemological fashion and faded memories notwithstanding, persuasive objections to the theory are very hard to find. The most impressive of those objections to the theory that have hitherto gone unanswered are examined and rejected here. These are objections put forward by Richard Feldman, Richard Foley, and John Turri. While these are all interesting, the objection recently put forward by Turri is, we think, (...) by far, the most serious threat to the theory that we have seen in a long time. A successful reply to it requires a surprising amount of care, as it turns out. If tenable, Turri's objection deals a devastating blow to the theory developed by Roderick Chisholm, Keith Lehrer, Peter Klein, Marshall Swain, Risto Hilpinen, John Pollock, and Paul Moser, among others. We propose a semiotic framework to underpin a posthumanist philosophy of education, as contrasted to technological determinism. A recent approach to educational processes as semiotic phenomena lends itself as a philosophy to understand the current interplay between education and technology. This view is aligned with the transhumanist movement to defend techno-scientific progress as fundamental to human development. Particularly, we adopt a semiotic approach to education to tackle certain tensions in current debates on the human. Transhumanism scholars share the optimistic belief (...) that there is no limit to how the ethical use of technology can help alleviate suffering and increase our health and wisdom. From this perspective, it appears possible to acquire capacities that require rethinking the notion of human altogether. For others, this undermining of essentialist concepts of humanity entails serious risks, especially related to ethical egalitarianism. We adopte the perspective of edusemiotics, a framework that brings together semiotics, educational theory and philosophy of education. As a theoretical-practical framework, edusemiotics affords a hermeneutic and semiotic method for our approach. Peirce’s logic of signs is used to analyze socio- educational interactions as environmental. We observe two lines of thought. On the one hand, technological transhumanism enhances Cartesian mind–body dualism. On the other hand, philosophical posthumanism seeks to overcome this dichotomy. The former proposal construes human transformation as an artifactualization derived from techno-scientific enhancements. The latter position proposes an integrative posthumanism, capable not only to include edusemiotic theory but also to rethink the concept of learning as mutual to that of human. (shrink)

Supersubstantivalism, the view that material objects are identical to their locations, has recently been defended in metaphysics and philosophy of physics. One of the most powerful arguments in its favour is the so-called argument from harmony. There is a certain harmony between material objects and their locations. Necessarily, if material object x is located at a spherical region, x is spherical. Necessarily, if material object x is located at region r, any part of x is located at a part of (...) r. Supersubstantivalism offers a straightforward explanation of such harmony. By contrast, dualism, the view that material objects are distinct from their locations, does not offer any explanation and should regard harmony principles as unexplained coincidences. In this paper I put forward a theory, which I shall call the ‘Inheritance Theory’, that does provide a straightforward explanation of harmony on behalf of dualists. (shrink)

The basis of the paper is a logic of analytical consequential implication, CI.0, which is known to be equivalent to the well-known modal system KT thanks to the definition A → B = df A ⥽ B ∧ Ξ (Α, Β), Ξ (Α, Β) being a symbol for what is called here Equimodality Property: (□A ≡ □B) ∧ (◊A ≡ ◊B). Extending CI.0 (=KT) with axioms and rules for the so-called circumstantial operator symbolized by *, one obtains a system CI.0*Eq (...) in whose language one can define an operator ↠ suitable to formalize context-dependent conditionals (so to counterfactual conditionals) via the definition (Def ↠) A ↠ B = df *A ⥽ B ∧ Ξ (Α, Β).. The central problem of the paper is to identify inside CI.0*Eq + Def ↠ a set of axioms yielding the fragment consisting of all and only theorems in which only truth-functional operators and the two operators → and ↠ occur. This system, here called CI.0, is introduced in §3. In view of the intended purpose, it is introduced a complete and tableau-decidable system KTw, which is an extension of KT with axioms for the so-called quasi-variables w(A), w(B)… Three translation functions among the three languages used in the paper are then introduced. The first, Tr, maps every wff of form *A into wffs of form w(A) ∧ A and translates theorems of CI.0*Eq into theorems of KTw. The second, t°, translates theorems of CI.0 into theorems of CI.0*Eq by applying Def↠. A third one, t, translates theorems of CI.0 into theorems of KTw. As a consequence, it follows that t°A = TrtA. In §4 it is proved that CI.0 is complete w.r.t. the class of CI.0-models of form where f is a selection function and R an access relation. It is then proved (i) that CI.0 models may be converted into KTw-models; (ii) that the truth-value of a proposition in a world of a CI.0-model is preserved in the same world of the derived KTw-model; (iii) that A is a CI.0-thesis iff its translation tA is KTw-thesis. It follows that, if A is not a CI.0-thesis, tA is not a KTw-thesis, so also that TrtA is not a CI.0*Eq-thesis. Since t°A = TrtA and t°A is a function built on Def↠, this proves that every t°-translation of a CI.0-wff that is a CI.0*Eq-theorem is a CI.0-theorem. Since the converse proposition is proved in §2, their conjunction establishes the desired result. In the final section, it is proved that CI.0 is tableau-decidable, that ↠ is not a trivial operator and that ↠ enjoys the positive and negative properties required in §1 for context-dependent conditionals. Some final remarks suggest that studying the relations between CI.0 and systems of classical conditional logic may be a promising line of investigation. (shrink)

We review and discuss A. H. Louie’s book “More than Life Itself: A Reflexion on Formal Systems and Biology” from an interdisciplinary viewpoint, involving both biology and mathematics, taking into account new developments and related theories.

This article presents our experience as a multidisciplinary team systematizing and analyzing the transcripts from a large-scale (1.775 conversations) series of conversations about Chile’s future. This project called “Tenemos Que Hablar de Chile” [We have to talk about Chile] gathered more than 8000 people from all municipalities, achieving gender, age, and educational parity. In this sense, this article takes an experiential approach to describe how certain interdisciplinary methodological decisions were made. We sought to apply analytical variables derived from social science (...) theories and operationalize them through modern linguistics to guide a more theoretically informed natural language processing. The analysis was divided into three stages: (1) a descriptive analysis adapting descriptions of computational grounded theory, (2) a futurization analysis operationalizing concepts from futures studies, and (3) an argumentative analysis operationalizing concepts from argumentation theory. Overall, our methodological experimentation shed light on potential learnings for integrating a multidisciplinary perspective on NLP analysis with sensitive social content. Firstly, we developed a strategy for translation of knowledge based on the construction of what we called "analytical categories” in which a normative expectation or descriptive dimension was identified in the body of literature, operationalized through linguistics, and programmed in Python or R. Ultimately, we seek to reflect on the importance interdisciplinarity not only as means to find new analysis ideas but rather, to incorporate the critical, political and epistemological points of view to understand analysis as complex socio-technical processes. We prove that the Kleene schemes for primitive recursion relative to the μ-operator, relativized to some nondeterministic objects, have the same power to express total functionals when interpreted over the partial continuous functionals and over the Kleene-Kreisel continuous functionals. Relating the former interpretation to Niggl's ℳω we prove Nigg's conjecture that ℳω is strictly weaker than Plotkin's PCF + PA.

Regulation is nothing without enforcement. This particularly holds for the dynamic field of emerging technologies. Hence, this article has two ambitions. First, it explains how the EU´s new Artificial Intelligence Act (AIA) will be implemented and enforced by various institutional bodies, thus clarifying the governance framework of the AIA. Second, it proposes a normative model of governance, providing recommendations to ensure uniform and coordinated execution of the AIA and the fulfilment of the legislation. Taken together, the article explores how the (...) AIA may be implemented by national and EU institutional bodies, encompassing longstanding bodies, such as the European Commission, and those newly established under the AIA, such as the AI Office. It investigates their roles across supranational and national levels, emphasizing how EU regulations influence institutional structures and operations. These regulations may not only directly dictate the structural design of institutions but also indirectly request administrative capacities needed to enforce the AIA. (shrink)

The zone of latent solutions hypothesis provides an alternative approach to explaining cultural patterns in primates and many other animals. According to the ZLS hypothesis, non-human great ape cultures consist largely or solely of latent solutions. The current competing hypothesis for ape culture argues instead that at least some of their behavioural or artefact forms are copied through specific social learning mechanisms and that their forms may depend on copying. In contrast, the ape ZLS hypothesis does not require these forms (...) to be copied. Instead, it suggests that several social learning mechanisms help determine the frequency of these behaviours and artefacts within connected individuals. The ZLS hypothesis thus suggests that increases and stabilisations of a particular behaviour’s or artefact’s frequency can derive from socially-mediated form reinnovations. Therefore, and while genes and ecology play important roles as well, according to the ape ZLS hypothesis, apes typically acquire the forms of their behaviours and artefacts individually, but are usually socially induced to do so. The ZLS approach is often criticized—perhaps also because it challenges the current null hypothesis, which instead assumes a requirement of form-copying social learning mechanisms to explain many ape behavioural forms. However, as the ZLS hypothesis is a new approach, with less accumulated literature compared to the current null hypothesis, some confusion is to be expected. Here, we clarify the ZLS approach—also in relation to other competing hypotheses—and address misconceptions and objections. We believe that these clarifications will provide researchers with a coherent theoretical approach and an experimental methodology to examine the necessity of form-copying variants of social learning in apes, humans and other species. O presente texto traz uma análise do negacionismo a partir da junção da Análise Crítica do Discurso – de maneira mais específica aquela que institui o raciocínio dialético como metodologia (Fairclough, 2015; 2018) – em interface com a Linguística de Corpus, inspirado no trabalho de Magalhães (2004), em sua abordagem de palavras-chave (Williams, 1976), para análise de corpus de pequena dimensão (Sinclair, 2001). A partir desse aporte, buscamos analisar um corpus de textos midiáticos sobre negacionismo, como contribuição para averiguar as (...) relações lexicais que constroem uma argumentação e uma série de articulações que procuram sustentá-lo, bem como indicar os vieses com os quais ele se conecta numa tentativa fundante de desconstrução de saberes instituídos como o da ciência. Como resultado, percebemos a fragilidade do negacionismo, mas o perigo que representa ao sair do universo das ideias para o universo do comportamento, na forma de negação sem argumentação plausível ou com ela fragilizada e sem uma validação de propostas, gerando um ambiente insalubre para todos, especialmente para os próprios negacionistas. Accountability is a cornerstone of the governance of artificial intelligence (AI). However, it is often defined too imprecisely because its multifaceted nature and the sociotechnical structure of AI systems imply a variety of values, practices, and measures to which accountability in AI can refer. We address this lack of clarity by defining accountability in terms of answerability, identifying three conditions of possibility (authority recognition, interrogation, and limitation of power), and an architecture of seven features (context, range, agent, forum, standards, process, (...) and implications). We analyse this architecture through four accountability goals (compliance, report, oversight, and enforcement). We argue that these goals are often complementary and that policy-makers emphasise or prioritise some over others depending on the proactive or reactive use of accountability and the missions of AI governance. Este es un ensayo fotográfico que, ante el deterioro del fondo habitacional de Centro Habana, Cuba, se pretende construir un archivo tipológico de las decoraciones con azulejos o baldosas hidráulicas vidriadas, aún visibles en algunas edificaciones, mediante la fotografía documental, para preservar lo que alguna vez fuera parte de la vida cotidiana de residentes y transeúntes, y que ha sido reconocido por los especialistas como parte del patrimonio de la ciudad.

Even though the link between perceived corporate social responsibility fit and corporate reputation has received much attention from scholars, this tradition has ignored that the underpinnings of this association vary depending on the particular characteristics of each industry under study. To delve into this matter, we investigate in the increasingly relevant context of controversial industries how PCSR-fit could enhance corporate reputation and which are the mediating mechanisms of this association. Our academic contribution is twofold. First, we find that controversial sectors (...) indeed can increase corporate reputation through CSR activities. However, we find that to achieve this goal, the nature of PCSR-fit should be different than what extant literature indicates, because companies in these settings should directly focus on avoiding or reducing their inherent controversial harm or impact. Second, we evidence that “CSR initiatives' legitimacy” and “situational skepticism” mediate the PCSR-fit and corporate reputation relationship in CIs. Therefore, we further unravel the underpinnings of this association to advance what we know on the matter and aid practitioners in this particular context. (shrink)

The EU proposal for the Artificial Intelligence Act (AIA) defines four risk categories: unacceptable, high, limited, and minimal. However, as these categories statically depend on broad fields of application of AI, the risk magnitude may be wrongly estimated, and the AIA may not be enforced effectively. This problem is particularly challenging when it comes to regulating general-purpose AI (GPAI), which has versatile and often unpredictable applications. Recent amendments to the compromise text, though introducing context-specific assessments, remain insufficient. To address this, (...) we propose applying the risk categories to specific AI scenarios, rather than solely to fields of application, using a risk assessment model that integrates the AIA with the risk approach arising from the Intergovernmental Panel on Climate Change (IPCC) and related literature. This model enables the estimation of the magnitude of AI risk by considering the interaction between (a) risk determinants, (b) individual drivers of determinants, and (c) multiple risk types. The present article is framed within the biosemiotic glossary project as a way to address common terminology within biosemiotic research. The glossary integrates the view of the members of the biosemiotic community through a standard survey and a literature review. The concept of ‘semiotic threshold’ was first introduced by Umberto Eco, defining it as a boundary between semiotic and non-semiotic areas. We review here the concept of ‘semiotic threshold’, first describing its denotation within semiotics via an examination on the history (...) of the concept, its synonyms, antonyms, etymology, usage in other languages and context in which it is used. Then we present a general overview of the survey among researchers, analyzing the difference in responses for the concept of ‘lower semiotic threshold’ and related concepts. From the answers we also review the difference between the general usage of ‘semiotic threshold’ versus its specific use within biosemiotics, and attempt to make a general synthesis of the concept taking into account what we have learned from the survey and the literature review. The EU Artificial Intelligence Act (AIA) defines four risk categories for AI systems: unacceptable, high, limited, and minimal. However, it lacks a clear methodology for the assessment of these risks in concrete situations. Risks are broadly categorized based on the application areas of AI systems and ambiguous risk factors. This paper suggests a methodology for assessing AI risk magnitudes, focusing on the construction of real-world risk scenarios. To this scope, we propose to integrate the AIA with a framework developed by (...) the Intergovernmental Panel on Climate Change (IPCC) reports and related literature. This approach enables a nuanced analysis of AI risk by exploring the interplay between (a) risk determinants, (b) individual drivers of determinants, and (c) multiple risk types. We further refine the proposed methodology by applying a proportionality test to balance the competing values involved in AI risk assessment. Finally, we present three uses of this approach under the AIA: to implement the Regulation, to assess the significance of risks, and to develop internal risk management systems for AI deployers. El objetivo de este artículo es presentar una reconstrucción de la teoría de los grupos dereferencia. La teoría, desarrollada por Robert K. Merton, ha sido largamente utilizada enlos más variados campos de las ciencias sociales, aunque con escasa o nula consideraciónmetateórica hasta ahora. La reconstrucción atenderá a la presentación que de la misma serecoge en sendos artículos de su libro Social Theory and Social Structure, de 1968, a saber:“Contributions to the theory of reference group behavior” y “Continuities in the theory (...) ofreference groups and social structure”. Para presentar esta reconstrucción me apoyaré en elinstrumental de la Metateoría Estructuralista. Después de una consideración informal de lateoría, serán presentados sus modelos potenciales, modelos, modelos potenciales parciales,sus aplicaciones intencionales y algunos comentarios acerca de la noción de “grupo de referencia”en lo que respeta su carácter relacional y disposicional. This volume serves as a reference on the field of cognitive semantics. It offers a systematic and original discussion of the issues at the core of the debate in semiotics and the cognitive sciences. It takes into account the problems of representation, the nature of mind, the structure of perception, beliefs associated with habits, social cognition, autism, intersubjectivity and subjectivity. The chapters in this volume present the foundation of semiotics as a theory of cognition, offer a semiotic model of cognitive (...) integration that combines Enactivism and the Extended Mind Theory, and investigate the role of imagination as the origin of perception. The author develops an account of beliefs that are associated with habits and meaning, grounded in Pragmatism, testing his Narrative Practice Semiotic Hypothesis on persons with autism spectrum disorders. He also integrates his ideas about the formation of the theory of mind with a theory of subjectivity, understood as self-consciousness which derives from semiotic cognitive abilities.
